On June 18, teams were permitted to negotiate with their own free agents, while on June 30 at 3 p.m. MST, teams may begin negotiating with all other free agents. However, no free agent, other than those on veteran-minimum contracts, can officially be signed until July 6. Since Phoenix is signing the majority of its players to veteran-minimum deals, most will go through before July 6.
